The president enacts laws and issues decrees, and several times I have enacted laws that I did not agree with, that I thought were wrong and inappropriate, but they are approved by Parliament and I have a duty to do so. Only when there are obvious contrasts with the Constitution do I have a duty not to promulgate them.” Thus the President of the Republic, Sergio Mattarella, at the event for the 25th anniversary of the Permanent Observatory of Young People-Educators.
“Being an arbiter means urging other organs of the state to respect the rules, reminding everyone of the limits of their own rules. Each power of the state must know that it has limits that it must respect because the functions of the various organs of the state are not forts trying to wrest territory from others, but are called upon to cooperate,” the head of state added. “The image of the referee I also used, I also invited the players to help him in the application and of the rules because this chorality is fundamental.
