ROME (ITALPRESS) – Sogin is entrusting Donato Carlea, former president of the Superior Council of Public Works and among the leading experts in the management of complex contracts, to lead the team of technicians that will support the company in the construction of the Cemex Complex within the Eurex site in Saluggia (Vercelli).Engineer Carlea, a note explains, will be supported by the best in-house professionals on issues related to this project. The objective will be to define a strategy to solve in advance all aspects that could slow down, hinder or block the work, thus making the process practically irreversible.Donato Carlea, a graduate in civil engineering, has directed the main Superintendencies of Public Works in Italy, has been Extraordinary Commissioner for Major Works, Director General of the Inspection Service of the Supervisory Authority for Public Contracts and President of the Superior Council of Public Works. He has been a university lecturer in several university faculties, including the Faculty of Engineering in Perugia, and the Faculty of Architecture at “La Sapienza” University in Rome. Among his most recent successful experiences, his decisive contribution to the reconstruction of the Genoa bridge (formerly Morandi) in record time and with an innovative approach in Italy is well known.Work on the construction of the Cemex complex has had an extremely troubled history over time, with numerous attempts to start and subsequent stops, throughout Sogin’s 25-year life. Awarded in 2010 to Ansaldo Nucleare and blocked in 2011 under self-defense, they were re-awarded in 2013 to a Temporary Grouping of Companies, headed by Saipem, and stopped in 2017, after four years, with less than 10 percent progress. A further assignment, in December 2020, went to another Temporary Grouping of Companies, led by Teorema Scarl, but was terminated 24 months later after a significantly low physical progress of the work toward the budgeted (just over 1% against a budgeted time progress of over 50%). Finally, a call for tenders, launched on April 5, 2023, was cancelled in self-defense on January 31 by the current management, due to obvious substantial flaws that would have blocked the completion works of the facility in the executive phase.The commissioning of the Cemex Complex by 2029, as envisaged by the Decree of the Ministry of Environment and Energy Security, is one of the strategic steps in the program of decommissioning and securing the Eurex plant in Saluggia, which will allow the cementing of liquid waste stored at the site. The tender for its construction will be launched within the next year in parallel with equally complex industrial activities such as the decommissioning of nuclear power plant reactors, which will enable the completion of the decommissioning of Italy’s nuclear plants.”We have found with Professor Carlea a full sharing of the strategic vision and methods for tackling this complex project,” said Sogin CEO Gian Luca Artizzu, “the Professor’s great experience, authority and prestige will be that extra ingredient that will make, the project and all of us, take a quantum leap.
