According to the documents sent, at a meeting of 27 September 2023 – about ten days before the terrorist attack cost the life to more than 1,200 people – with the leaders of security, Prime Minister Benjamin Netanyahu would emphasize the importance of maintaining calm during the Jewish holidays – at the end of which the large-scale invasion by Hamas occurred. According to Channel 13, Netanyahu would declare that Israel was working to “limit and reduce escalation, employing a limited and controlled force.”.

Regarding the Hamas-led uprisings near the Gaza border, the prime minister would also suggest that humanitarian measures be extended, particularly by increasing the number of Palestinian workers allowed to enter Israel, as a complementary tool for offensive actions. These statements seem to contrast with what Netanyahu himself advocated in a document sent to the State Controller, in which the premier published selected extracts of confidential minutes to demonstrate that he has urged a harder line against Hamas, hindered – to his say – by the security leadership. At the same time, the Channel 13 broadcaster distributed some of the answers attributed to the former head of Shin Bet, Ronen Bar, as part of the State Controller survey (later suspended by the High Court of Justice). Bar, removed from the office for failure to prevent the attack, would declare that in the early hours of October 7, before the start of the assault at 6:29 a.m., Shin Bet had issued an alert concerning Hamas’ suspicious movements in the Gaza Strip.

According to the reconstruction, Bar would urgently go to the agency headquarters and at 5:15 he would explicitly order to wake Netanyahu and update him on the situation, reiterating the order at 6:00. Netanyahu, however, always claimed that he was not awake before the start of the attack. He recently accused Bar of acting as a “first de facto minister”, of leading a “rebellion” against him and of leading a “covering champion” by manipulating the agency’s internal investigation into the events of October 7. According to Channel 13, a high defense officer would say that Netanyahu would be “declaring open fighter to Bar to avenge the Qatargate investigation”, suggesting that the confrontation between the premier and former head of Shin Bet also has a political dimension linked to other sensitive investigations.
