ROMA (ITALPRESS) – The Council of Ministers gives the free way to the Schemes of preliminary understanding between the Government and the Regions Liguria, Lombardy, Piedmont, Veneto in the presence of the four Governors and with great satisfaction of the Minister for Regional Affairs and the Autonomies Roberto Calderoli, who rejoices “for this historical passage in Cdm”.
“For the first time since we speak of regionalism, there is an official passage for the concrete implementation of the Autonomy by the Government and in full harmony with the four Regions that have started the path provided by Law 86/2024 – says Calderoli –. It is a historical milestone for regionalism, which had never seen the start of an institutional iter properly said through the patterns of understanding, and it is above all a great personal emotion, because autonomy is my reason for life. Now it officially begins the path to bring these Schemes of understanding to definitive approval, but the step ahead today is truly decisive.”.
The first step of the institutional path that the preliminary understanding schemes will address is the phase of opinions: within the next 60 days the opinion of the Unified Conference, within the next 90 days the opinion of the Chambers with acts of address.
This phase ends with the return of the Schemes of Understanding in Cdm, with the Government that will style the definitive plan of understanding and send them to the respective Regions.
The second step of the institutional path is the phase of approvals: the Region must approve the definitive agreement and give it communication to the Government, after which the Cdm deliberates the definitive agreement and a bill of approval of the agreement within 45 days. This ddl is transmitted to the Chambers, with annexed the agreement, and then subjected to the Chambers in its definitive passage.
This phase ends with Parliament’s approval of the Intese, completing the attribution path. Compared to the previous occasions that the Government has seen taking care of autonomy, the substantial difference is one but significant: never had the Council of Ministers come to the point of approving a preliminary Scheme of Understanding. In fact, the pre-intensive subscriptions (Lombardia, Veneto, Emilia-Romagna in 2018) and various initiatives have been seen from all the other regions to start paths in this sense, but they have never arrived at this institutional passage.
