From MUR 60.7 million to hire 2,000 researchers post PNRR, Bernini “An investment in the future of Italian research”

ROMA (ITALPRESS) – Italian universities and research institutions will be able to hire up to 2,000 researchers thanks to a funding of 60.7 million from the University and Research Ministry. Minister Anna Maria Bernini has signed the decree of implementation of the extraordinary plan of recruitment and valorisation of the personnel of the research provided by the law of Budget 2026. The plan aims to make structural the skills developed within the framework of projects financed by the Pnrr. “Our goal is to regain knowledge at the centre of government action. A strategic choice that we also support with the three-year research plan, with which we introduced for the first time a certain programming model, a single fund and stable resources for universities and institutions,” comments Bernini. “This further allocation of 60.7 million a year represents an investment in the future of Italian research and the recognition of the extraordinary value of the human capital that the Pnrr has contributed to form and integrate in the heart of our university and scientific system.”.

“Researchers and researchers – adds the minister – were able to work in laboratories, centres of excellence, extensive partnerships and border research programmes, developing advanced skills and contributing concretely to the innovation and competitiveness of the country. With this plan we give a clear signal: the professionalisms entered in the research system thanks to the Pnrr will not be dispersed, but they will become the basis on which to build new knowledge, development and lasting growth”. On the basis of resources, in 2026, the Ministry will, for the recruitment of researchers in universities and research institutions, generate total funding of 18,5 million which will increase to 60,7 million annually from 2027. The resources constitute a cofinancing of up to 50% of the total cost of the new recruitment. Universities will contribute to the remaining part. A mechanism that allows, therefore, to double ministerial investment and structurally strengthen recruitment. Of the 2,000 researchers who will be hired, 1.051 will be Pnrr researchers.

Specifically, 847 in universities and 204 in research agencies supervised by Mur. As regards the latter, in 2026 the funding for recruitment will be 7.2 million, to be at 8.7 million annually from next year. The resources will stabilize 276 researchers and technologists. The Cnr is intended for EUR 2.7 million for 97 researchers and technologists; at the National Institute of Nuclear Physics (Infn) 2.9 million for 91 recruitments; at the National Institute of Astrophysics (Inaf) 1.6 million for 52 recruitments. There are also 18 recruitments to the National Institute of Geophysics and Volcanology (Ingv), with a funding of 610 thousand euros per year; 6 to the Zoological Station Anton Dohrn (191 thousand euros) and 3 to the National Institute of Metrological Research (Inrm) (128 thousand euros). The framework includes the National Institute of Oceanography and Experimental Geophysics (Ogs), with 6 assumptions for 225 thousand euros, and the Scientific and Technological Research Area of Trieste, with 3 assumptions financed for 190 thousand euros.
