ROMA (ITALPRESS) – “The Public Administration, in the current context of profound transformations, cannot ignore the opportunities offered by new technological tools to respond effectively to the needs of citizens, businesses and the entire national economy.” This was said by the Director of the Revenue Agency, Vincenzo Carbone, during the hearing of the Parliamentary Committee on Supervision on the Tax Registry. “We are all aware that the growing complexity of the global economy and the transformations of the world of work and enterprises require an increasingly modern, flexible tax system, able to respond promptly to new needs – Carbon added. The legislation, in this area, must keep pace with innovations, guaranteeing, at the same time, a clear and stable framework and technological innovation can constitute a strategic lever to achieve these objectives because it allows to improve the internal processes of the administration, to simplify the fulfilment for taxpayers and to increase the effectiveness of the action of contrast to evasion”.
Carbone explained that “the increasingly wide adoption of digital technologies, together with a management model based on advanced data analysis, in full compliance with data protection regulations, can increase the efficiency of the Revenue Agency and, more generally, make the tax system fairer and more transparent.” For the Director of the Revenue Agency “the process of technological modernization that has been undertaken by the financial administration has allowed to obtain important fundamental benefits, the availability, in real time, of precise and reliable data, has allowed to significantly reduce the margins of tax evasion, to increase the spontaneous jetty, that is to say the one achieved without the need to carry out successive controls, to intercept, timely, the cases of fraud or in any case.
“The Revenue Agency has a vast informational patrimony that consists of numerous databases, even of considerable size, subject to constant updating. In particular, the tax register represents one of the largest public databases in our country, it is extremely valuable data that however needs to be organized and analyzed effectively, and here artificial intelligence comes into play, which allows to transform huge amounts of data into information and the latter into a useful knowledge to improve the planning of activities and to identify abnormal behaviours in time,” he added.
“With artificial intelligence, it is possible, for example, to train algorithms capable of automatically reading and interpreting documents – concluded Carbone – recognizing the information relevant to final analysis, this also allows you to carry out accurate checks in a short time, optimizing the use of public resources. It should also be pointed out that artificial intelligence is used in a pre-instruction phase, i.e. to identify the taxpayers to be subjected to control. But human intervention is fundamental, this should be reiterated and always keep it present.”.
