GINEVRA (SVIZZERA) (ITALPRESS) – The European powers presented in Geneva a counter-plan of 24 points for the end of the war in Ukraine. The points include: end of war and agreements to ensure that it does not repeat itself, to establish a permanent basis for lasting peace and security. Both sides in conflict, reciting the second point, commit themselves to a ceasefire complete and unconditional in heaven, land and sea. Moreover, according to the third point, both parties immediately start negotiations on the technical implementation of the ceasefire monitoring with the participation of the United States and European countries. It is then introduced, in the fourth point, the international monitoring of the ceasefire led by the United States by the partners of Ukraine. Monitoring will be mainly remote, using satellites, drones and other technological tools, with a flexible component on the ground to investigate alleged violations.
Fifth point: a mechanism will be created through which the parties will be able to present reports of violations of ceasefire, investigate violations of ceasefire and discuss corrective measures. The sixth point provides that Russia unconditionally removes all Ukrainian children deported and illegally displaced. The process will be supported by international partners. For the seventh point, the conflicting parties exchange all prisoners of war (with the principle of all for all). Russia releases all civilian prisoners. Eighth point: once the ceasefire is maintained, the conflicting parties adopt humanitarian relief measures, including visits to family members along the contact line. At the ninth point, the sovereignty of Ukraine is respected and reconfirmed. Ukraine is not forced to remain neutral. The tenth point: Ukraine receives strong legally binding security guarantees, even from the United States (agreement similar to Article 5 of NATO) to prevent future aggression. Number 11: no restrictions imposed on the Ukrainian Defense Forces and the defence industry, including international cooperation.
According to point 12, the guaranteed States will be an ad hoc group of European countries and non-European countries available. Ukraine is free to decide on the presence, weapons and operations of friendly forces invited by the Ukrainian government on its territory. According to point 13, Ukraine’s accession to NATO depends on consensus within the Alliance. For point 14: Ukraine becomes EU member. 15: Ukraine is ready to remain a non-nuclear state under the Nuclear Non-Proliferation Treaty. At point 16, territorial issues will be discussed and resolved after a complete and unconditional ceasefire.
Point 17: Territorial negotiations start from the current line of the front. On 18: once the territorial issues are agreed, both Russia and Ukraine undertake not to change them by force. According to point 19, Ukraine resumes control of the Zaporizhzhzhia nuclear power plant (with the involvement of the United States) and the Kakhovka dam. A control transfer mechanism will be set up. Point 20 provides that Ukraine enjoys unobstructed passages on the Dnipro River and control of the Kinburn split. On 21st: Ukraine and its partners implement unrestricted economic cooperation. The 22: Ukraine will be completely rebuilt and financially compensated, even through Russian sovereign assets that will remain frozen until Russia compensates for the damage suffered by Ukraine. On 23: sanctions imposed on Russia since 2014 could be subject to a gradual and partial loosening after achieving sustainable peace. Such sanctions may be reintroduced in the event of violation of the peace agreement. Finally, point 24, provides for separate talks on the European Security Architecture, which will include all the OSCE states.
