The Council of Ministers approves the Milleprorogue Decree

ROMA (ITALPRESS) – The Council of Ministers, on a proposal from President Giorgia Meloni, approved a decree-law introducing urgent provisions on regulatory terms. This is what we read in a note of Palazzo Chigi, issued at the end of the Council of Ministers.

Below are some of the main forecasts. Support for enterprises and work: extension to 31 December 2026 of the operational procedures of the guarantee fund for small and medium-sized enterprises (SMEs). As at 31 March 2026 the deadline for the conclusion of insurance contracts for catastrophic risks by small and micro enterprises, including tourism and administration sectors. Health and safety: extended to 31 December 2026 the limitation of the criminal liability (“criminal penalty”) of the exhibitors health professions to cases of serious negligence. The validity of the special recruitment procedure ranking in the firefighter qualification is extended until 31 December 2026. Families and territory: the contribution for self-catering (CAS) to citizens affected by calamitous events is extended until 31 December 2026. The training activity linked to the determination of the essential levels of benefits (LEP) is extended to 31 December 2026. Economic and regulatory measures: the two-year updating of the pecuniary sanctions provided for by the Road Code is also suspended for the year 2026. Prorogated to 30 September 2026 the term for the conduct of assemblies of companies and entities with the special arrangements introduced in 2020. Health and research legislation: certain prohibitions on the use of the animal model are repealed in studies on organ xenophobia and abuse substances.

OK CDM A INTESA CON UNIONE BUDDHISTA ITALIANA

The Council of Ministers, pursuant to the third paragraph of Article 8 of the Constitution, authorized the President of the Council to sign the Intesa between the Italian Republic and the Italian Buddhist Union (UBI) signed on 20 November 2025 by the State Secretary to the Presidency of the Council and the President of the Italian Buddhist Union, amendment of the Intesa approved by law 31 December 2012, number 245.

On 13 May 2024, religious confession required the conclusion of a new amending agreement. The negotiation was conducted by the Commission for agreements with religious confessions and religious freedom, established by decree of the President of the Council 10 August 2023 and subsequently amended. The proposed amendments concern: The recognition of certain academic qualifications issued by academic institutes with legal personality, operating in the Italian territory and recognized by the UBI; the discipline of the celebration of marriage with civil effects; the destination of the sums from 8 per thousand.

OK CDM A REVISIONE DELLO STRUMENTO E DELLA SANITÀ MILITARE

The Council of Ministers, on a proposal from President Giorgia Meloni and the Minister of Defence Guido Crosetto, approved, in preliminary examination, two legislative decrees implementing the law 28 November 2023, n. 201, laying “dispositions on trade union associations between military, delegate to the Government for the revision of the national military instrument, as well as provisions on legislative terms”.

1. Provisions concerning the revision of the national military instrument in implementation of Article 2, paragraph 1, of Law 28 November 2023, n. 201. The goal is to achieve the overall organic equipment of military personnel (Army, Marina, Aeronautica) by 2033, set to 160,000 units, ensuring a functional relationship between categories and roles characterized by efficiency and organicity. The measure amends the Military Order Code (COM) on the recruitment system and career progression. The main measures concern: the revision of the career of the Offices with remodelling of the training course in the Academy (named aspirant to the second year and Subtle to the third) and recognition of the initial economic treatment to the aspirants; harmonisation of Marescialli fermes, with the introduction of a 5 year compulsory stop for Allievi recruited through public competition; the widening of the access of the Volunteers to the extraordinary contests for the role Sergenti. Moreover, on the front of the transit and aging of roles, transitional measures have been introduced that raise up to 2033 the age limit to 40 years for access to the official competitions for the staff already in service, and provide extraordinary competitions for transit in the Marescialli roles for the military in possession of specific degrees.

There are also extraordinary competitions for Sergeants, open until 2030 also to civil personnel (with diploma and age not exceeding 32 years), in the presence of specific functional requirements. 2. Provisions on the revision of the organizational and order structure of military health, pursuant to Article 2 of Law 28 November 2023, n. 201 The measure introduces a comprehensive review of the organizational and order structure of the Military Health Service according to inter-force and specialization criteria. To this end, it is planned to establish the single body of military health, defining the modes for the transit of health personnel from the armed forces and the Carabinieri. The effectiveness of the provisions relating to the establishment of the Single Body and the relative transit of staff shall be determined from 1 January 2027, in order to allow the necessary reorganization of the structure of military health.

OK CDM AD ACCORDO ITALIA-ALBANIA

Ratification and implementation of the Agreement between the Government of the Italian Republic and the Council of Ministers of the Republic of Albania on strategic cooperation in the fields of health care, energy, the environment, safety and defence industry, migration management, education, innovation, diaspora, economic transformation and intelligent growth, made in Rome on 13 November 2025 (sign of law). The Council of Ministers, on a proposal from the Minister of Foreign Affairs and International Cooperation Antonio Tajani, approved a bill for the ratification and implementation of the Agreement between the Government of the Italian Republic and the Council of Ministers of the Republic of Albania on strategic cooperation in the fields of health care, energy, the environment, security and the defence industry, the management of migrations, education, innovation and the intelligent transformation of Rome.

The Agreement (called “G2G Framework Agreement”), the result of a negotiation initiated in June 2025, establishes an organic and systematic framework for strengthening bilateral collaboration, consolidating historical and cultural links and supporting the process of Albania’s accession to the European Union. Below are some of the main areas of intervention. Energy: promotion of renewables, energy efficiency, sustainable use of natural resources and implementation of infrastructure for storage. Environment: environmental protection, sustainability and quality improvement in the Adriatic-Ion area, with focus on biodiversity, waste management, circular economy, water treatment and reclamation. Security and defense: strengthening cooperation in the defence and related industries, defining areas, forms and arrangements. Civil protection: modernization of emergency services in Albania, interoperability, use of the single number 112 and integration of advanced technologies. Migration: collaboration to counter irregular immigration, including initiatives inspired by the Mattei Plan and the EU Global Gateway.

The objective is to strengthen Albanian maritime patrol and develop innovative solutions in view of the EU pact on migration and asylum. Justice and home affairs: cooperation against organised crime, terrorism, recycling, trafficking in human beings and drugs, as well as the transfer of prisoners. Infrastructure: development of physical and digital infrastructure through joint projects, feasibility studies and skills exchange. Health: improving quality, accessibility and efficiency of Albanian health services, promoting the use of advanced technologies. Agribusiness: initiatives on sustainable agriculture, transformation and food security, and technologies for climate adaptation and disaster prevention. Tourism: development of sustainable models and common projects for the protection of cultural heritage. Innovation and research: strengthening of academic, scientific and technological cooperation, with joint programs that also involve diaspora, support for start-ups and use of advanced technologies, including artificial intelligence. Education and training: educational and cultural cooperation, promoting the mutual learning of languages (Albanian in Italy, Italian in Albania), mobility and recognition of qualifications. Diaspora and cultural exchanges: promoting cultural and linguistic identity through platforms, digital content and mutual access to public channels.

The Agreement provides for a framework for implementation of the projects, selected on the basis of criteria shared and coordinated by a Joint Cooperation Committee, which can be accompanied by a Joint Technical Secretariat.

OK CDM A NORME EUROPEE SUI FONDI DI INVESTIMENTO ALTERNATIVI

Directive (EU) 2024/927 of the European Parliament and of the Council of 13 March 2024 amending Directives 2011/61/EU and 2009/65/EC regarding delegation agreements, liquidity risk management, alerts for supervisory purposes, provision of custody and depository services and granting loans from alternative investment funds (legislative Decree – preliminary examination).

The Council of Ministers, on a proposal from the Minister for European Affairs, the PNRR and the cohesion policies Tommaso Foti and the Minister for Economics and Finance Giancarlo Giorgetti, has approved a preliminary draft legislative decree for the transposition of the Directive (EU) 2024/927 of the European Parliament and of the Council, of 13 March 2024, amending the directives 2011/61/EU and 2009/65/EC regarding the granting of liquidation funds, the management of investment The measure introduces changes to the Single Text of Finance (TUF) with the main objective of harmonizing at European level the rules for the Alternative Investment Funds (FIA) granting loans. The text also defines a specific framework for liquidity management tools (Liquidity Management Tools – LMTs) and strengthens the discipline on the delegation of functions and custody services. The activities of the Savings Management Company (SGR) are expanded and the supervisory and intervention powers of the Bank of Italy and CONSOB are strengthened.
