CAMPOBASSO (ITALPRESS) – Molise is on its knees due to a wave of unprecedented bad weather that led the Civil Protection to extend the red alert even for the day of tomorrow, Friday, April 3. The situation is critical on several fronts: compromised infrastructure, flooding and record snowfall.
The most serious event took place this morning along the State 16 Adriatica, where the transfer of an imposing section of the bridge over the Trigno river has in fact interrupted the terrestrial connections between Molise and Abruzzo. Anas and Forces of the Order interrupted traffic in both directions. There are also five hundred displaced persons in neighbouring areas due to the hydraulic risk. At Termoli, the situation is of maximum alert. The opening of the Liscione Dam, which is necessary for the excessive water load, is causing spectacular but dangerous waterfalls. Preventive evacuations are underway in the areas of Rio Vivo and Marinelle. The railway line on the Adriatic line is suspended between Fossacesia and Porto di Vasto for the flood of the Osento river, effectively blocking the railway back north.
Not only the great coastal arteries: Molise is narrow in a mud and debris that is isolating dozens of municipalities in the hinterland. The viability bulletin is drastically aggravated because of the saturation franes caused by the torrential rains of the last 48 hours with the SS 647 “Bifernina” that connects Termoli with Campobasso, Benevento and Isernia where the circulation is strongly slowed due to a smottling at the height of the junction of Guardialfiera. The mud has invaded the road in several points; it proceeds with a unique alternation, but Anas evaluates the total closure in the next hours if the fragrant movement does not stop. Problems also for the SS 652 “Fondovalle Sangro” closed in the molisano tract between Castel del Giudice and the Abruzzo border for the fall of large boulders. Finally on the SS 17 “Appenninica” with strong criticality in the stretch between Isernia and Castel di Sangro in Abruzzo. A land of vast proportions affected the slope near Rionero Sannitico, making transit dangerous.
The Molysan territory, historically fragile, is yielding under the weight of rains. In Province of Campobasso dramatic situation in Civitacampomarano and Petacciato, where historical franosis movements reactivated with worrying speed. In particular, in Petacciato a scrolling land is threatening the main waterways, as well as highway and railway infrastructure. In the Area of the Fortore the provincial roads connecting Riccia and Tufara are interrupted in at least three points for the transfer of the Viario plan. Some rural hamlets are currently only accessible by amphibian or helicopter rescue. The Province of Isernia, moreover, has arranged the monitoring h24 for minor bridges along the course of the Volturno river, whose hydrometric level has exceeded the guard threshold, threatening the support piles of structures dating back to the post-war period. While the coast fights with water, the hinterland is submerged by snow. In Capracotta (IS) there is a storm with accumulations that exceed the meter and a half.
The mayor Candido Paglione described the situation as “Siberiana”, with temperatures abundantly below zero and electric blackout caused by the ice on the lines. He waited for intense rains, hails and storms for the next 24 hours. The Civil Protection and Prefectures of Campobasso and Isernia invite the population to limit every move to the minimum. An improvement in weather conditions is expected only from Easter.
FRANE IN ABRUZZO E MARCHE
More and more worrying the bad weather emergency in Abruzzo. In Valle Castellana the hamlet of Provideo was evacuated because of a vast landslide that involved both provincial 49 and municipal roads, and that has arrived at the door of another hamlet, Rio di Lame. In Prati di Tivo an avalanche invaded the area prospicente the Miramonti. There are more than 60 provincial roads: in many cases it has been closed, in others the narrowings of road. The Province has activated the urgent procedure, also using external firms.
In Abruzzo there is also a flood of the Pescara River in the areas of golene and parking in the city of Pescara. In progress also to Santa Teresa di Spoltore and Chieti. In the Marche are isolated the fractions of Pozza, Pito and Umito, in Province of Ascoli Piceno, because of two lands.
CIRCOLAZIONE RIPRESA SULLA LINEA FOGGIA-CASERTA, SOSPESA SULL’ADRIATICA
The railway circulation between Foggia and Caserta is resumed in the late evening of yesterday after the intervention of the technicians of Rete Ferroviaria Italiana who have restored the functionality of the line after the flood of the Cervaro river near Bovino (Foggia). It is still suspended the circulation on the Adriatic line where yesterday afternoon the route Fossacesia – Porto di Vasto is interrupted by the flood of the river Osento. I activate a bus service to ensure the connections between Abruzzo and Puglia with the conditions of road traffic.
PUGLIA, OLTRE 120 MM DI PIOGGIA IN 48 ORE
Over 80 millimeters of rainfall fell on average in the last 48 hours on the province of Foggia, with accumulations that in many areas have exceeded 100 millimeters and peaks over 120 millimeters between Daunia and Tremiti Islands, exceptional numbers detected by a network of over twenty pluviometers, which return the scope of a violent weather event and concentrated in an extremely reduced temporal arc, but the situation is no less severe in Salento between the provinces of Taranto, Lecce and Lecce. This is the photograph of a Puglia struggling with a new bad weather emergency, which is putting pressure on the territory, especially on the hydraulic and agricultural front, with the increasingly difficult monitoring of farmers and technicians of Coldiretti Puglia who are registering a war bulletin in the countryside.
The intense rainfalls quickly saturated the soils, says Coldiretti Puglia on the basis of the data of the ANBI Observatory on water resources, already tested by unstable climatic conditions, making it impossible to absorb water and favoring phenomena of widespread ruscellament. In Foggia the situation is particularly critical, with the rivers Cervaro, Fortore and Saccione that are flooded in several points, causing extensive flooding in the countryside and inconvenience to rural roads. It is not better in Salento, where the river Idume has passed the banks – adds Coldiretti Puglia – helping to aggravate an already compromised picture and increasing the hydrogeological risk on a regional scale. To worry is also the condition of the invaders, with the Lake of Occhito, strategic infrastructure for the water supply of the Capitanata, which has recorded an increment of approximately 69 million cubic meters of water in just two days, a fact that evidences – says Coldiretti Puglia – the rapidity with which they are filling the basins and the difficulty in managing volumes so large in so narrow times. The other invaded at the service of the Tablets are now close to saturation, with the need to manage any releases to guarantee safety downstream.
The consequences for agriculture – denounces Coldiretti Puglia – are already evident and hit hard the main crops of the territory. Cereals, in particular durum wheat, in this vegetative phase are exposed to water stagnations, breeding and development of fungal diseases with a concrete risk of reduction of yields. Serious criticalities are also recorded for horticultural crops with winter vegetables, artichokes and broccoletti in many cases completely submerged by water and at the risk of total loss of production. Full-field crops, both in production and during transplantation, suffer from radical asphyxiation and deterioration of soil structure.
