NAPOLI (ITALPRESS) – A vast operation of the Economic-Financial Police Nucleus of the Guardia di Finanza of Naples has led to the execution of a precautionary order issued by the GIP of the Tribunal of Naples against 20 seriously suspected people of corruption, exploitation of labor, issuing false invoices and favouring. The investigation, directed by the Procura della Repubblica di Napoli led by the Procuratore Nicola Gratteri, concerned the infrastructure works for the realization of the high-speed railway line/High-capacity Naples-Bari, in particular the routes in phase of realization in the provinces of Naples, Avellino and Benevento. At the outcome of the preventive interrogation, the GIP has placed 10 precautions under house arrest, 5 residence obligations with obligation to submit to the judicial police, 2 residence obligations with obligation to submit and total suspension by a public service for a year, and 3 suspensions by a public service for a year. The crimes disputed in various ways include unlawful intermediation and exploitation of work, issue of invoices for non-existent operations, corruption for the exercise of the function, corruption by act contrary to the duties of office and favor.
The investigations have unveiled a corrupt system between official entrepreneurs and publics or in charge of public service engaged in the management of orders, from assignment of works to accounting, from checks to payments, to the management of excavation materials, waste and the supply of concrete. In exchange for the favors in obtaining the contracts, they would have been poured cash briquettes also hidden inside packs and Christmas boxes, flanked by fine watches, mobile phones, stays and holidays. In order to create the availability of cash for bribes, a mechanism of issue of invoices for non-existent operations would be used. A further investigation concerns the serious exploitation of extra-Community workers of Egyptian origin employed in the yards. Degrading working conditions with protracted shifts of up to 20 hours have emerged from the surveys, wages lower than the minimum contract, lack of respect for the rest, precarious housing and violations of safety and residence permits. The GIP also arranged the preventive seizure, aimed at confiscating even by equivalent, of the profit of the crimes of corruption.
