Court of Auditors, for the experimental program Mangiaplastica necessary to strengthen data collection

ROMA (ITALPRESS) – Between 2021 and 2024, the experimental program Mangiaplastica, funded by D.L. 111/2019 with a fund of 41 million, established at the Ministry of the Environment and Energy Security, aimed at the purchase and installation, by the Municipalities, of eco-compactors for the selective collection of PET bottles, useful for the recycling “small” The measure highlights, however, procedural criticality in implementation, especially in terms of delivery times and reporting by local authorities. This is what emerges from the analysis on the fund, approved by resolution of the Central Control Section on the administrations of the State of the Court of Auditors, from which the only first counter, reported to 2021, with a rate of implementation of 77.5%.

The numerous revocations and renunciations – read in the document – have released resources for approximately 2.8 million (equal to 7% of the Programme), not re-allocated despite the presence of eligible instances remaining excluded for exhaustion of funding. In perspective, on the basis of the data, although partial, available, the rate of implementation of the remaining branches (2022-2024) would be expected on values beyond 80%.

The uneven nature of the information transmitted by a part of the beneficiaries makes the overall evaluation of the effects of the Programme complex, resulting in the need to strengthen the data collection and analysis systems, also in order to place the results in the wider context of the programming of the differentiated collection of plastic, in accordance with the objectives of the SUP Directive of 2019. The selective collection of PET is, in fact, a complementary tool, whose contribution is, in the state, not decisive for the purposes of differentiated collection.

It is also difficult to estimate the contribution of the Programme to the construction of a widespread supply chain of PET recycling, which requires the involvement of end users, since the quantities collected depend on the actual use of machinery and the level of awareness of users; for municipalities, however, the economic benefits, influenced by market factors, may not compensate for management and maintenance costs, only partly predictable.

The Court of Auditors has suggested to support the installation of eco-compactors information campaigns and incentive systems, coordinated with other ongoing initiatives, in a strategic vision aimed at reducing territorial differences, considering that more than 80% of the permitted bodies concern Municipalities of the Centre and South/Isole, where the differentiated collection is less developed.

Finally, on the financial level, the Programme suffers from an original delay, linked to the start in the third year following the establishment of the fund with a further expansion of the implementation time due to both the cash availability of the administration and the late reporting of the actuators.
