Fiaip “Central housing plan, amendment needed for access to Consap fund”

ROME (ITALPRESS) – The national plan on housing, with a special focus on the constitution of the Special European Commission on Housing and the proposal to restore the original textual version of the Consap “first home mortgage” guarantee fund, which, in fact, would eliminate the limit, introduced in the Budget maneuver, of exclusive allocation of the public guarantee for certain categories of subjects: these are some of the topics discussed by Fiaip national president Gian Battista Baccarini at the Federation’s National Council, scheduled until tomorrow in Rome. “The priority for our federation is certainly to restore the original text version of the Consap guarantee fund on the first home fund. In fact it would go to eliminate that limit that was introduced in the budget maneuver” and that allocates “exclusively to a certain category of subjects access to this state guarantee. In this way it would go” to include “that part of the community and those families that in any case need a guarantee from the state to access a first home loan to buy housing,” he explained.
In addition, “it is crucial and fundamental” to move forward with the national plan on housing. At the Ministry of Infrastructure “we have highlighted some concrete and viable proposals to increase housing supply” such as “facilitating changes of use from offices to housing.” We then need to “digitize the public operating procedures for access to documents at municipal technical offices, to facilitate the verification of urban planning lists, so that there is a smooth circulation, or rather, a virtuous dynamism of the housing market.” Finally, Baccarini added, “we have proposed tax incentives for private initiative to be able to increase the supply of medium- and long-term leases, providing for the deductibility of Imu for individuals and housing as well, providing for there to be a tax credit for rents not received by landlords themselves, and providing protections for medium- and long-term leases when the tenant stops paying, then to facilitate the landlord’s reinstatement of possession by providing for the transformation of the lease into an enforceable title by increasing the number of bailiffs.”
The ministry, then assured the undersecretary to the Prime Minister’s Office, Alessandro Morelli, “is working on the Housing Plan, a very important plan that will cover a new era on the housing and real estate availability front,” while “the government is committed to the law on urban regeneration, already filed in Parliament, to check what are the balance proposals, to arrive at the definition of regulations that are consistent with the theme of transition that is necessary, but on which we need to put common sense ideas.” For Forza Italia’s group leader in the Senate, Maurizio Gasparri, “the law on urban regeneration that we have been discussing for some time in the Senate and which has reached the stage of discussion of amendments: we as Forza Italia will say ‘either in or out.’ There are 400 amendment proposals that can be discussed in a few weeks, identifying the main ones, in order to reach approval within this legislature.” As for Fiaip’s proposals, the amendment calling for restoring the original text version of the Consap guarantee fund on the first home fund “did not find a place in the Milleproroghe, but we want to reintroduce the matter in other measures related to these matters.”
Also supporting the proposed amendment was M5S senators’ president Stefano Patuanelli: “Limiting the number of households that can potentially have the support of the public guarantee through CONSAP-as was done in 2020 and again with the budget law made by this government-is a mistake that must be remedied. An amendment was proposed during the conversion of the Milleproroghe decree, it will be the care of our political force, to re-propose the proposal in the first useful text,” he reiterated.
