More and more sophisticated algorithms guide what we read, buy and sometimes what we think. Every day we give up, perhaps without realizing, fragments of our autonomy, accusing us not to choose anymore. This scenario raises deep ethical and legal questions. How far can we delegate responsibility for our decisions? What are the limits of human control and the consequences for our rights, our freedom and our security? These are issues that touch the very heart of democracy and which make it particularly significant the choice to address them here at the Chamber of Deputies.” Thus the President of the Chamber of Deputies, Lorenzo Fontana, in the opening of the lectio magistralis of Professor Marco Camisani Calzolari in Montecitorio.
“It is an opportunity for a reflection on how new technologies are redefining the boundaries of the relationship between man and the tools at his disposal and also to reflect on the need to ensure adequate digital skills: who is deprived – said Fontana – risks being in a situation of disadvantage and vulnerability, risks being exposed to practices that can compromise freedom, confidentiality and dignity. Digital illiteracy is no longer just a simple formative gap, but a new cause of inequality. Knowing how to manage your data, recognize reliable sources, understand what is behind an algorithm is today an essential condition for not being excluded. In this perspective, promoting these skills means ensuring that innovation does not create disparities, but strengthens democratic rights and participation. Another aspect that cannot be neglected is education and training. For young people, artificial intelligence is now normal. But if they stop reading, writing and, above all, reasoning with their own head we will have a generation that will use technology without understanding it. Governing technology, promoting knowledge, defending freedom.”.
“These are the challenges which Parliament is called upon to face to ensure that progress continues to serve man, without replacing itself. Only by keeping man at the centre of progress can we build a digital future that is truly human,” Fontana concluded.
