ROMA (ITALPRESS) – Enhancing the ability to respond to climate and environmental emergencies, simplify procedures on the circular economy and make a breakthrough to the reclamation, with particular attention to the Land of the Fuochi. These are the objectives of the draft decree-law laying down “Emergency provisions for the strengthening of environmental investigations, the management of climate problems, the circular economy and the reclamation”, approved today in the Council of Ministers.
“With this decree – says the Minister of Environment and Energy Security Gilberto Pichetto – we intervene on some of the country’s main environmental issues: we want a public administration capable of responding promptly to environmental and climate emergencies. At the same time, we strengthen the instruments for the circular economy and put important resources on the reclamation, starting from 200 million destined to the Land of the Fuochi. Environmental protection requires effective rules, certain times and ability to carry out interventions.”.
The measure rationalizes environmental evaluation procedures, focusing also on VIA adjectibility checks on projects of its own competence and clarifying the relationship between VIA and landscape authorization. In addition, you will receive reimbursement of the costs of the VIA proceedings in delay, up to 5 million euros per year, and 500 thousand euros for 2027 to strengthen the educational activities and monitoring of the health profiles connected with AIA. To address environmental and climatic emergencies, a Fund is set up at the MASE for urgent interventions on critical issues that do not determine the state of emergency. Technical support for extraordinary Commissioners for the contrast to hydrogeological dissect was also strengthened.
On the front of the circular economy, simplifications are introduced for the use of CSS-Combustible in cement plants, extended to 31 December 2030 the relative discipline on emissive limits and simplified procedures for the management of lands and excavation rocks. Also strengthened the communication obligations on the use of recycled plastic in PET bottles.
For the reclamation, the perennial term for the Provinces is set in 150 days to identify those responsible for contamination, with substitute powers of the Regions in case of inertia. There are also some simplifications to FSC-funded interventions. Finally, 200 million euros are earmarked for the Land of the Fuochi, for the Government Commissioner for remediation.
