From 2020 recovered by the Court of Auditors more than 407 million

ROME (ITALPRESS) – More than 407 million recovered between 2020 and 2024, more than 21 thousand complex measures of central administrations examined in 2024, of which about 1,600 related to the Pnrr. These are the figures of the activity of the accounting judiciary, illustrated during the opening ceremony of the judicial year of the Court of Accounts, in the presence of the President of the Republic, Sergio Mattarella, and the highest state officials. “In a context characterized by broad and delicate political-economic confrontations at the global and domestic levels, the uncertain evolution of the macroeconomic framework and the pressing geopolitical emergencies recall the need to respond, with timeliness, to the challenges on the economic and public accounts management front,” stressed the president of the Court of Auditors, Guido Carlino. “We are all called upon to continue, with firmness, on the path of efficient and effective implementation of reforms and investments, envisaged by the post-pandemic programs for the revival of the productive economy and labor and, above all, by the National Recovery and Resilience Plan. This will make it possible to remove obstacles and take action on the structural difficulties of our economy,” he added.
Carlino then recalled that the Court “is the heart of financial legality, and its presence on the ground is the compass that directs regions and local authorities toward the best course, countering deviations that would lead to waste or inefficiency.” And “despite the increase in the number of acts received by the audit, the average time taken for its examination was about twenty-two days, well below the sixty stipulated by law.” The president of the Court of Auditors says he is convinced that “any changes to the regime of fiscal responsibility should always respect a measured approach, limiting the scope of liability exclusions to extraordinary and well-defined contexts, as the Constitutional Court recently reiterated in its ruling No. 132/2024.”
Talking about results and numbers is Attorney General, Pio Silvestri: “In 2024, the figure of the amounts recovered to the Treasury is very significant, and growing on 2023, at 133,013,470.96 euros. In the five-year period 2020/2024, the recovered sums total 407,682,310.83 euros.”
The preliminary activity of the Regional Prosecutor’s Offices, “conditioned by the continued existence of the so-called ‘treasury shield’,” resulted in the establishment of 986 judgments on liability, as well as 832 petitions for rendering of account. In relation to the protection of the credit of public administrations, regional prosecutors’ offices have requested 28 seizures and made 6 claims. Silvestri stressed that “the accounting judiciary must also recover credit and trust in its relationship with citizens and can only do so by always working with science and conscience so as to ensure absolute respect for the canon of impartiality.”
