ROMA (ITALPRESS) – The Council of Ministers, on a proposal from the Minister of the University and Research, Anna Maria Bernini, approved the bill of reform of the National University Council (CUN). The measure redesigns the structure and functioning of the Council, introducing innovations aimed at making the organ more slender and effective in connection with the university system, in the meantime changed substantially compared to 2006.
Among the main novelties, the text provides for a review of the component of university professors and researchers, which passes from 42 to 28, representing the fourteen disciplinary areas identified by the ministerial decree of determination of scientific-disciplinary groups and updating of the relevant sectors. The student component, elected on a national basis in conjunction with the elections of the National Council of University Students (CNSU), and the representation of the technical-administrative staff will both consist of 3 units. The Minister’s advisory body is strengthened on an elective basis of the academic community. The President will be elected by the same members. Particular attention is paid to coordination with the other bodies of the university system.
To this end, participation in the sessions of the CUN, without voting rights, of the Presidents – or their delegates – of the Conference of Rectors of the Italian Universities (CRUI), of the National Council of University Students (CNSU), of the National Committee for the Evaluation of Research (CNVR), of the Conference of Public Directors General of the University Administrations (CNAMDAU) and of the National Council for Higher Education Artistic and Musical Consultations. Finally, the text states that the members of the CUN, appointed by decree of the Minister of the University and Research, remain in office for four years and cannot be elected for more than two consecutive mandates. The reform is part of a broader path of updating university governance, with the aim of making representative bodies more efficient, better integrated and more able to respond to the needs of a constantly evolving system.
