House, Fontana “Conditions for frank confrontation on regulation reform”

ROME (ITALPRESS) – Following the approval of the second phase of the reform of the Rules of Procedure, which will be active from 2025, today House Speaker Lorenzo Fontana convened the Rules Committee to hinge the new phase of reform.The president spoke of “results that are certainly neither trivial nor taken for granted,” thanking first of all the rapporteurs and all those who cooperated in the reform work. For the new phase, deputies Federico Fornaro and Igor Iezzi will remain as rapporteurs and will be joined by colleague Angelo Rossi. Also confirmed is the informal working group that has been meeting to gather different sensitivities and prepare for meetings.The junta is thus preparing to take another step forward to complete adjustments in the passages that are anachronistic in the regulatory framework. “The construction site of the third phase of reform will certainly not open from ‘year zero,'” Fontana said. “The work will rest on the experience gained and on a solid investigative basis oriented to a greater rationalization of parliamentary work.Among the new interventions mentioned are decisions on the possible abolition of the 24 hours in case of the affixing of confidence, “which gives rise to a self-paralysis of the work of the Chamber, which generates delays and diseconomies and alters the organization of work,” on the strengthening of the mechanisms of parliamentary control over the Government’s action, on the status of opposition, on the overall maintenance of the rules of procedure and the enhancement of the work of the Commissions. It also appears necessary, Fontana stressed, to carry out a review of the competencies of the Commission on European Union Policies. “The conditions exist for a frank and real confrontation between the different political forces in order to arrive at a hopefully shared result in a reasonable amount of time, as has already happened for previous reform steps,” Fontana concluded.
