ROMA (ITALPRESS) – With 249 votes in favour, no votes against, yesterday the reform of the Rules of the Chamber, which will enter into force from the next legislature. Reformation that comes after almost 30 years from the last organic review.
“After a long work, which began at the very beginning of this legislature, this reform of the regulation was approved which has a historical value, in the sense that such an organic reform of the regulation, the first time was carried out in 1997” the words of the President of the Chamber, Lorenzo Fontana. This is a broad and organic reform that aims to provide the House with the most modern, functional tools and adapted to the current challenges.
“A work that has its roots in the last attempt history 17th legislature, we are divided by them”, the comment of Federico Fornaro, Democratic Party, among the speakers of the reform. “The goal we pursued, from the very first moment – he added – was the maximum sharing of all groups, the rules of the game decide with everyone, we tried to work out of the daily contingency, choosing the path of confidentiality.”.
For Igor Iezzi, rapporteur, Lega “today is a beautiful holiday efficacy page for the whole parliament. One of the key words of this reform is balance.”.
The first phase of the reform process, initiated at the beginning of the legislature, allowed the adjustment of the regulation of the constitutional reform on the cutting of the number of parliamentarians, ensuring full functionality to the work of the assembly, in the new institutional framework. The second tranche, which entered into force in January 2025, represented a significant step in the process of modernization of parliamentary work, introducing incisive interventions of simplification and better organization of procedures, with the aim of making the legislative activity more effective and orderly.
“The work we have done would not have had the same outcome without the support obtained from the structure of the Chamber – said Angelo Rossi, Fratelli d’Italia, rapporteur -. The working method is equal to sharing, in a private way we have worked with all groups feeling the needs of all”.
With the last phase, which ended yesterday, will enter into force from the next legislature. the ordinary instruments of the legislative process are strengthened, also in order to strengthen the certainty of the times of discussion, favouring the parliamentary comparison, with the aim of reducing the use of seductives, the role of the committees is also enhanced, the statute of oppositions is remarkably consolidated and the instruments of address and control are renewed, introducing, expressly, also the possibility to activate a function of evaluation of public policies by the organs of the room.
This is accompanied by the revision of the disciplines and parliamentary groups and a more effective agreement with the European Union, with a view to greater incisivity and centrality of the parliament.
