ROME (ITALPRESS) – The Minister of Labor and Social Policy, Marina Calderone, in consultation with the Minister of Economy and Finance, Giancarlo Giorgetti, has signed the decree implementing the contribution exemption for hiring people under 35 years of age who have never been employed on a permanent basis, provided for in the Cohesion Decree, the so-called Youth Bonus.
The bonus grants private employers who hire non-managerial personnel on a permanent basis, or transform a fixed-term employment contract into a stable contract, up to 24 months of exemption from the payment of social security contributions for a maximum of 500 euros per month for each worker. This ceiling is increased to 650 euros per month if the hiring is made at an office or production unit in the regions of Abruzzo, Molise, Campania, Basilicata, Sicily, Puglia, Calabria and Sardinia.
The exemption is available to employers who, in the six months prior to hiring, have not made individual dismissals for justified objective reasons or collective dismissals. The bonus cannot be combined with other contribution exemptions, but is compatible, without reductions, with the maxi-deduction for new hires introduced by the Irpef reform and extended until 2027. Allocated 1.429 billion from the National Youth, Women and Work Program 2021-2027. The effectiveness of the measures was subject to approval by the European Commission. The green light from the Commission was communicated last Jan. 31. The decree now goes to the relevant supervisory bodies for review.
