Mattarella “The UN remains central, but reform is necessary”

ROMA (ITALPRESS) – “The eighth anniversary of the UN is a crucial moment to reflect. The UN has unquestionably contributed to shaping an international order by developing shared values: I would like to thank the rapporteur for his excellent report. These are values that recall a collaborative vision, dialogue, in which respect for the prerogatives of each state and respect for people draw a coherent system, based on the Charter of the United Nations and the Universal Declaration of Human Rights”. Thus the President of the Republic, Sergio Mattarella, in an interview with La Voce in New York.

“That system remains today more than ever valid, just in the face of the disasters that its observance provides, and must be defended, precisely because it is under attack – adds the head of the state -. The alternative would be the regress to a world in perennial boiling, regulated by temporary relationships of force, ultimately by that reality that led to the rubble followed by the outbreak of World War II, from which the San Francisco Charter tried to redeem the international community.”.

“The “war in pieces”, as Pope Francis defined it, is the result of that embarkation of international relations which I mentioned earlier – Mattarella points out. The United Nations has played an important role in this development of the international framework, although not necessarily coercive. The Resolutions of the General Assembly are by their nature not binding. Their strength lies in the address they express, in the capacity of persuasion. The many majority-approved Resolutions on Ukraine and Gaza have indicated a clear judgment of the International Community. The developments in the Middle East are also the result of an international mobilization to which the UN has voiced and I hope that the UN will play an incisive role in this context in the future.”.

“Without change in the governance mechanisms of the UN, the risk is that many nations gather to look at you as the place where you can build common goals – says the head of the state –. Indeed, criticisms concern, more than anything else, the effective capacity of intervention in the course of conflicts and armed confrontations, while the recognition of the attainment of excellent objectives ascribed to the activities of the whole of the Onusian system, with its agencies. The ongoing debate for a UN reform is welcome and necessary. The world is no longer, of course, that of 1945. New challenges, new actors, new protagonists have emerged for a long time and the UN must adapt to these changes, remaining the value of the San Francisco Charter”.

“The speech can only start from a reflection on the mode of operation of the Security Council – emphasizes the head of the state -. Andreatta’s proposal (of 1993, ndr) also inspires the current one of the United for Consensus group, with the introduction of new elected and non-permanent but longer-lasting members, and especially for the benefit of what is now called “Sud Global”. As regards veto law, which often blocks the Council’s decision-making capacity, especially in the presence of crises and conflicts, it is necessary to acquire the readiness to debate the 5 Permanent Members. Proposals exist to limit their use and improve the working methods of the Council, making them more transparent. The reform so far, after at least 30 years of debate, has not been launched and, however, to demonstrate how the theme is on the carpet, the discussion on how to make the Security Council more representative and able to carry out the functions that the Charter attaches to it is anything but closed”.

“The Italian proposal continues to maintain its relevance, in a fringe in which, in the face of incomprehensible increasing ambitions for permanent seats of individual nations, the action supported by Italy promotes solutions that offer greater voice to historically subrepresented continents – I think of Africa, Latin America and Asia – with the aim of drawing a more inclusive and representative Security Council – says Mattarella. And for this reason more able to respond to the needs of the peoples of the world. Not by chance the United Nations Charter begins with the words: “We peoples of the United Nations, decided to save future generations from the scourge of war.”.
