ROMA (ITALPRESS) – “The work today proceeds at different speeds. There are diaphragms between categories, between generations, between workers and workers, between Italians and foreigners, between territories, between those who use advanced technologies and those who are not in a position to do so.” The president of the Republic, Sergio Mattarella, said this at the Quirinale, during the ceremony of delivery of the Stars to the Merit of Labor.
“The negative wage dynamic of the last decade now sees signs of reverse gear. We well know how wages were the main tool in our country to reduce inequalities, for a fair enjoyment of the fruits offered by innovation, progress,” he explained. “It is a question that cannot be elusive because it concerns in particular the future of our young people, too many of whom are driven to emigration – Mattarella added. This road, often unsuspected, is chosen, sometimes, due to the difficulty of finding work and, often, due to the low level of pay of first entry into the world of work”.
“Unity of work was one of the most powerful factors in economic, social and civil growth in our country. The unitary sense of the contribution of citizens and citizens to the development of the country has had a decisive role in generating participation, rights, well-being – explained the head of the state -. The industrial decline corresponds to the increase in service sectors. Places and concentration are reduced in the workplace: among other phenomena became structural, after the pandemic, the working portion that takes place remotely, in smart-working. This corresponds to a structure of wage categories that sees, in the so-called high levels of employment, prestigious work, rewarding, well-paid and, in the so-called low planes, forms of undesirable precariousness, sometimes over the limit of exploitation. There are no easy recipes for a world of work that obviously is conditioned by increasingly interdependent markets. We know that it was the engine of economic and social growth in Italy. Full employment is a horizon that beyond dignity concerns freedom – Mattarella added. An occupation which, as Article 36 of the Constitution states, must ensure that each worker “a wage proportioned to the quantity and quality of his work and, in any case, sufficient to ensure a free and dignified existence to himself and to the family”.
“The results of a recent survey by Confcommercio highlight the worrying phenomenon of the growth of so-called “ pirate contracts”. Over a thousand national collective labour contracts deposited at the Cnel: two hundred and fifty in the tourism and tertiary sectors alone”, added the head of the State. “Among these, there are contracts signed by poorly representative trade unions and employers, with real forms of contractual dumping which have the effect of reducing the rights and safeguards of workers, of lowering wage levels, of provoking unfair competition among enterprises – he continued –. Market dynamics contribute to the expansion of these imbalances in wages, One aspect is born of this which cannot be escaped when so many families are suspense under the poverty line despite the work of at least one of the components, while super managers enjoy hundreds of remuneration, or even thousands of times greater than those of employees of enterprises. The International Labour Organization certifies that the share of income from work – that is the share of GDP destined for workers – fell worldwide to a significant extent from 2014 to 2024′′.
“It is a theme that the European Central Bank also signals for Italy: to the robust growth of the economy that followed the Covid, it is not paid the defense and increase of the real wages, while positive results have been achieved by shareholders and robust prizes involved some among the managers – Mattarella said. It is tax revenue from public and private employees, pensioners, to provide the state, through taxes, the largest volume of resources. Putting shelter – from the social partners to the institutions – should not consist in pursuing welfare policies as, rather, being a choice of development and, therefore, of far-sighted social cohesion. The recomposition of work is therefore part of a process of equity, which requires an increase of awareness, and also a patient work of cultural character – the president added -. It seems, sometimes, that we do not fully realize the negative effects that can derive over time on the serenity of social life.”.
