ROME (ITALPRESS) – “The premise is that I am a convinced autonomist. However, I cannot be one on an issue like Civil Defense. I can’t be because it’s an issue that concerns national security.” Thus the Minister for Civil Defense and Sea Policies, Nello Musumeci, in an interview with la Repubblica. “Civil Protection is already a concurrent matter, so it is already managed by the state and regions. So what else do we have to delegate?” the minister notes.
The governors are asking that they be allowed to determine the state of emergency, so that they will also have carte blanche on the manner and timing of relief. “I think what should be delegated has already been delegated. If they then ask for the regions to choose who to appoint as ad hoc commissioner for a single emergency, I also agree, I have no problem with that. But otherwise, frankly: no. Let’s also make the case that we decide to delegate all the Civil Defense to the regions: if then there is a disaster-for example, an earthquake-and three or four billion is needed to intervene and give relief to those affected, who pays? The region or the state? The state. And so, there you go: it takes attention,” he stressed. So “I think that national security matters-such as Civil Defense-must remain with the state. And, I repeat, I support this as an autonomist.” According to Musumeci we need “first a debate in the Council of Ministers. A debate to determine whether we really intend to decide now on non-Lep matters – including Civil Defense – or whether we should wait for the definition of Lep matters. For this I await the Council of Ministers, which is the collegial body in charge of such a choice.”
