Pnrr, Italy asks EU commission for seventh 18.3 bn installment

ROME (ITALPRESS) – A request for payment of the seventh installment of the National Recovery and Resilience Plan amounting to 18.3 billion euros has been sent to the European Commission. This was announced by Palazzo Chigi.The request submitted by Italy follows the work of the PNRR Steering Committee on Nov. 29, chaired by Prime Minister Giorgia Meloni, to verify the achievement of the 67 related objectives, divided into 32 targets and 35 milestones. “Italy is the first European nation to formally submit a request for the payment of the seventh installment of the PNRR. This is a record that will soon allow us to exceed 140 billion euros, more than 72 percent of the Plan’s total allocation. 2025 will be a pivotal year for phase 2 of the PNRR, which is the grounding of investments. It is a crucial phase, which does not admit delays and which sees the Government and all the Administrations involved at the forefront to achieve the goal,” said President Meloni.Among the objectives of the seventh installment, investments for the implementation of electricity transmission infrastructure (SA CO I.3 and Tyrrhenian link), upgrading the fleet of zero-emission buses and trains for regional transport, metropolitan nodes and major national links, upgrading of many railway stations, cybersecurity measures, activation of 480 Territorial Operations Centers (TOCs) to strengthen public health performance, investments in better management of water resources, awarding 55.000 scholarships to deserving underprivileged students for access to university, 7,200 doctoral scholarships in the fields of research, PA and culture, and 6,000 innovative doctoral scholarships dedicated to businesses.Adding to the investments are several strategic reforms, such as the competition law, the completion of measures to speed up public administration payments, the revision of the universal civil service to encourage youth participation, and the measure on renewables, in line with the ambitious goals of the new REPowerEU mission of Italy’s PNRR.”The 67 objectives related to the seventh payment request are proof of the constructive commitment carried out by the government, in synergic collaboration with the European Commission and all the actors in charge of the implementation of the Plan,” said Minister for European Affairs, the PNRR and Cohesion Policies Tommaso Foti. These are fundamental measures for Italy’s modernization and growth, such as the start of interventions to strengthen port, rail, road and urban infrastructures, which are a fundamental prerequisite for continuing the development of southern Italy and the concrete reduction of territorial gaps. The NRP does not allow for pauses: starting from the first days of 2025 we will work hard to achieve the objectives included in the last three installments and for the strengthened monitoring of the implementation status of the Plan, in order to identify all the necessary adjustments to complete the planned reforms and investments. “In line with what happened with previous payment requests, the payment of the seventh installment will take place at the end of the usual evaluation process provided for by European procedures, aimed at verifying the achievement of the milestones and targets set.
