Tariff Nomenclator, the Uap “Unrealistic Treffe, are breaking Italy”

ROMA (ITALPRESS) – “The tariff nomenclator is the basis with which public and accredited health services are paid: if rates are wrong, services, structures and especially patients suffer. After the TAR Lazio canceled the nomenclator of 2024 because technically unfounded, the Ministry of Health appealed to the State Council that does not correct anything, does not clarify anything, does not answer anything. It simply reproposes the same arguments that the TAR had already defined – with documentary and legal rigor – inconsistent, illogical and unfounded. The difference? None: just new words to say the same things already disassembled by the judges.” Thus in a note the UAP – National Union of Ambulators, Poliambulators, Entities and Private Hospitality, underlining that “the Ministry knows that it is wrong, but insists not to assume its responsibilities, to the detriment of the National Health Service and the patients. And this is the most serious fact.”.

“The consequences – the note continues – are under the eyes of all: in the South, where many regions cannot integrate tariffs, structures and essential services risk closure, while citizens are forced to migrate elsewhere to cure themselves; in the North, the alarm grows: Regions such as Emilia-Romagna denounce that they can no longer support the influx of patients from the South, with serious effects on the ability to care and the seal of the system; throughout the country, longer waiting lists, reduced services and increased private spending ‘out of pocket’. The unrealistic tariffs of the nomenclator 2024 are breaking Italy, impoverishing the SSN and creating intolerable territorial inequalities”.

“Defending wrong rates means harming citizens – says President UAP, Mariastella Giorlandino –. The Ministry’s appeal does not solve anything: only serves to postpone responsibility and decisions. A new fair, transparent and sustainable nomenclature is needed to protect the health of patients and the survival of our National Health Service. Moreover, the stubborn defence of an act already judged illegitimate exposes the Ministry not only to political responsibility, but also to patrimonial responsibility, as provided by Legislative Decree 150/2009 (the so-called ‘Brotten Reform’) regarding maladministration. Continuing to support technically unfounded tariffs means harming the SSN, the territories and the citizens. This damage determines a patrimonial responsibility that the Court of Auditors cannot ignore and that UAP will not fail to invoke.”.

UAP, concludes the note, “has already presented to the Ministry a complete technical proposal and reiterates the full readiness to collaborate in an immediate review, in the interest of the country”.
