ROMA (ITALPRESS) – The Interministerial Committee for Economic Planning and Sustainable Development (CIPESS), a body which coordinates national economic policy and public investment planning, the Commission for Research, the new body for coordinating public policies for strengthening and enhancing research, which was implemented with the Resolutions of the CIPESS of 15 December 2020, n. 74, and of 7 November 73.
The Commission’s institution, in addition to giving greater completeness and effectiveness to the national system of planning and evaluation of investments in scientific and technological research, is in line with the normative competences attributed to CIPESS, of which the Undersecretary of State to the Presidency of the Council of Ministers Alessandro Morelli is Secretary, whose, among other things, is the responsibility of the National Plan for Research and decisions relating to the use of the Research Fund. To the Department for Planning and Coordination of Economic Policy (DIPE) of the Presidency of the Council of Ministers, headed by the Council. Bernadette Veca, as a structure supporting CIPESS, is responsible for ensuring the necessary technical and administrative support for the Commission.
The Commission was chaired and coordinated by the Minister of the University and Research, Anna Maria Bernini, who is responsible for coordinating the national table for the programming and evaluation of national policy on scientific and technological research. “The beginning of the work marks a particularly important step because it confirms the Government’s will to recognize in research a highly strategic role for the development of the country, its competitiveness and its scientific and technological sovereignty. Research is no longer a sector among the many, but a powerful lever capable of transversally affecting all public policies,” said Minister Bernini.
In this context, the Commission is a Cabin of fundamental direction to promote effective coordination of the subjects entrusted to all levels the care and promotion of scientific and technological research, setting up the skills, resources and the ability to see and thus making the integration of research policies fruitful. Through the best connection between the Ministries and the territorial levels of government it will finally be able to map the public and private system of research by putting together every effort and every initiative, avoiding desperate duplications and smoothing effects, improving exponentially efficiency in the use of public resources.
The new structure is part of the reform path initiated by MUR, aimed at overcoming the fragmentation of the instruments and to strengthen the stable programming of the resources for research. Consistently with this path, the new Triennial Plan of Research 2026-2028 is located, which introduces a structural model based on programming of the bands in certain and predetermined times, a single fund and stable resources for universities and entities, for a total value of more than 1.2 billion euros in the three years 2026 -2028.
