ROMA (ITALPRESS) – The President of the United States continues to argue that Vladimir Putin wants peace. Actually, whoever wants peace at all costs is Trump. Any one, as long as it can be argued that it is war number 9 that the Master of the “deal” has realized in a year for the good of Humanity.
Sigmund Freud defined this “projection” syndrome and described the belief that the other thinks and wants what we think and want. If Putin is looking for peace, he won’t see it.
Yesterday evening the Russian President said that “Kiev is a cell of international terrorism”. And so he prepared, in his own way, the ground for today’s negotiations in Geneva, among his emissaries and personal Plenipotentiaries of Trump,Steve Witkoff and Jared Kushner.
But what matters is that Putin has again filtered for the benefit of Paris, London and Berlin- Rome seems not to be passionate about it – the proposal that the entire Ukraine, not only the Donbass, is subject to a mandate of “governance” of the United Nations.
A sort of Trustee Administration as provided for by article 75 of the UN Charter for non-self-government territories yet unable to self-govern.
The latest examples of this formula were Kosovo, Namibia and East Timor. For these territories the United Nations and in particular its Security Council, in which Russia enjoys the right of veto, have created military forces and an organizational model of transitional “governance”.
It would be fair to expect that in Geneva today, the American response to this curious proposal, if it materializes, could not even be remotely possible. If we must take seriously the unavailableness everywhere from the United States, lastly in Munich from Rubio, to continue to take account of international multilateral bodies, and the UN will never.
In the European capitals it is suspected that Putin might have in mind to propose for this way to Trump, to attribute to the Board of Peace the administration of Ukraine as well as Gaza.
On the other hand, this possibility would cause further division between the two shores of the Atlantic and Russia to remain a vital objective.
Among other things, this Russian proposal would have already reached a goal: to tell the Americans the day before they resume the negotiations, that Moscow will not accept European security troops in Ukraine, unless their presence falls within a UN context and is therefore passive of Russian veto in the Security Council.
In the meantime, in these hours the European availability for the deployment of a military guarantee force seems to take shape. It would be, according to French indiscretions of two brigades commanded by a British and a French, for a total of 7000=10.000 men.
In Monaco, on the weekend of corridor meetings, the Ukrainian delegation has not made a mystery of its conviction that concrete contacts are already in progress between American and Russian enterprises, with the coverage of the two governments, for large projects in the energy and strategic minerals to start just the scoglio of the war in Ukraine is somehow removed.
Even only with a truce which would have followed a dramatic reduction in American sanctions by Russian companies in those sectors. And this with or without Europeans.
