University, Ministry “Superato target Pnrr, over 63,200 new beds”

ROMA (ITALPRESS) – After the target of 60 thousand new beds established by the National Resumption and Resilience Plan (PNRR) for university housing. Altogether there are over 63,200 beds activated through the Housing Plan of the Ministry of University and Research, exceeding about 3,200 units the objective of 60 thousand provided by the PNRR. The additional places compared to the target, read in a note of the ministry, will be financed with national resources made available by the MUR on impulse of Minister Bernini. “Thanks to this increase, the offer of accommodation for university students is more than doubled than the one available at the start of the Plan”. The first 33 thousand beds “are already realized and will be available for students, who will be able to access them through the regional authorities for the right to study or according to merit criteria, contacting the managers of the residences”. For the additional approximately 30 thousand beds, Cassa Depositi e Prestiti, which manages the second tranche of the notice on behalf of the MUR, has completed the subscription of all acts of obligation. The new accommodation will be available in 2027.

“We have achieved a strategic goal of the PNRR, an ambitious goal to increase the offer of university accommodation. Today – explains Bernini – we can say that that target was not only achieved, but exceeded. It is the result of a huge work, built together with the extraordinary Commissioner Manuela Manenti, and the collaboration between institutions, public and private individuals who have chosen to invest in university housing. An extraordinary effort that has allowed to reverse a paradigm: to pass from the realization of 40 thousand beds in 20 years, to 60 thousand in three; from 2 thousand beds a year to 20 thousand. But the value of this result – the Minister continues – goes beyond the numbers. Each new bed place means strengthening the right to study by giving a girl or a boy an extra chance: choosing the university he wants, even away from home, without the cost of living becoming an obstacle.”.

The Bando housing has predicted that at least 30% of the new beds are reserved for students who are capable and worthy without means, identified through the rankings of the institutions for the right to study. For the others there are lower rates of at least 15% compared to average market values. The more than 33 thousand beds already made are distributed throughout the national territory. Particular attention is paid to the Mezzogiorno: 60 thousand beds financed by the resources of the PNRR, at least 40% is intended for the regions of the South. The intervention is part of the wider MUR strategy to increase the offer of university residentiality, which also includes investments made through Law 338/2000. The rule provides for co-financing by the State up to 75% of the total cost for interventions such as new constructions, renovations, adjustments and purchase of properties to be allocated to students. Since 2023, at national level, through the V Bando of Law 338/2000, more than 10 thousand beds have been co-financed with over 800 million euros.
