ROME (ITALPRESS) – “The Italian Confederation of Building Owners is a historic association and plays a fundamental role in protecting real estate, defending and guaranteeing the rights of owners. These rights, which should be a given in a civilized nation, have not always been guaranteed in Italy. Unfortunately, for too many years, owners’ rights have been considered second-class rights, which could be trampled and even sacrificed in the name of a misunderstood concept of public good.” Thus Premier Giorgia Meloni, in a letter sent to Confedilizia President Giorgio Spaziani Testa at the Confederation’s organizational conference being held in Genoa. “For this government, real estate is untouchable. Homeowners are not ‘class enemies,’ but ordinary people who have bought what they have with their own work and savings,” he notes. “This is the reason that has led us, in recent years, to provide for a series of regulations that go in this direction, not the least of which is what is included in the security package under consideration in Parliament. Common-sense norms,” Meloni explains, “which we claim and which also serve to guarantee that right to housing that many people fill their mouths with. Because fighting the illegality of occupations also makes it possible to restore the confidence of landlords, thus having more properties available on the market and consequently also obtaining a reduction in rents. With the same logic, we have provided a series of regulations that give citizens the opportunity to remedy the small and minor discrepancies now present in the homes of so many Italians, and that prevent them from buying or selling those properties, because they are considered formally irregular. In addition, the government wanted a package of measures that simplify and speed up building and urban planning regulations, starting with changes of use, and that are very useful for recovering existing heritage and avoiding further land consumption. We also have the ambition to respond to new emerging housing needs, and to achieve this goal we have provided in the 2025 budget law important measures and resources to arrive at a new Housing Plan.” The premier then stresses how “we fought in Europe to modify the directive regarding green homes, managing to obtain very important results, such as the elimination of the obligation for owners to advance an energy class for each individual property to be achieved in a few years. We will continue to work in this direction, because we are convinced that owner protection, economic sustainability of interventions and environmental goals must, necessarily, go hand in hand.
