CATANZARO (ITALPRESS) – “With the aim of a coordinated action strategy and clear rules to protect the Calabrian territory in view of winter we have officially transmitted to the municipalities and to all the competent authorities the Act of address for the execution of hydraulic risk prevention interventions.” This is what the Councillor communicates to the environment of the region Calabria Antonio Montuoro, specifying that “the document, approved 9 September by the Regional Coordination Structure, was born as a concrete response to the current climate changes and is configured as a formal communication and an operational vademecum inseparable for the planning of periodic cleaning operations on the regional hydrographic grid”. “In order to ensure adequate prevention – Montuoro continues – considered the current climate change and the approach of the winter season was deemed appropriate to specify the rules that, if correctly applied, would greatly reduce the direct and induced risks to which the entire regional territory is exposed. This mitigation, in fact, requires a synergistic action by the various actuators, both public and private.”.
The document stems from a careful analysis of the regulatory framework complex and reference planning tools. Its main objective is the clear outline of the competences at the head of each institution, the definition of the types of intervention to be carried out (divided in ordinary maintenance, extraordinary and new structural interventions) as well as of the relative authorization procedures. “The text – explains the Regional Council’s exponent – represents an operational vademecum aimed at directing the various bodies towards a correct activity of prevention and control, especially in areas with higher hydrogeological risk – such as, for example, urbanized areas and intersections of watercourses with road and rail infrastructure.” The act is specifically addressed to the owners or managers of infrastructure networks, to the individual hydraulic offices and to the municipal offices. They are asked to put in place all the necessary measures to supplement what is already foreseen in the respective regulations of Urban and Rural Police and in the Municipal Planning of Civil Protection. The Councillor Montuoro sends a precise message to the highest local authorities for the protection of public safety: “Prevention is a collective duty and the Calabria Region intends to support each territory in this fundamental path.”.
