ROME (ITALPRESS) – The European Commission has formally adopted the positive assessment on the achievement of the thirty-nine targets related to the payment of the sixth installment of the Italian NRP, amounting to 8.7 billion euros. This was announced by the Prime Minister’s Office. “With the payment of the installment, expected by the end of 2024 at the end of the usual procedural process, Italy – the first EU member state to receive the positive assessment on the sixth installment – also confirms itself as the nation that has received the largest amount of funding, which will reach 122 billion euros, corresponding to 63 percent of the total PNRR envelope, amounting to 194.4 billion euros,” Palazzo Chigi emphasizes.”The approval of the payment of the sixth installment of the PNRR,” says Prime Minister Giorgia Meloni, “certifies Italy’s European leadership, confirming the positive work of the government, in constructive collaboration with the European Commission, the administrations in charge of interventions and territorial authorities. This result, together with the submission of the request for payment of the seventh installment, expected in the coming weeks, demonstrates that the implementation of the Plan is proceeding on schedule and in compliance with all the objectives agreed at the European level, the only objective assessment parameters of the progress of the NRP.” Among the thirty-nine goals related to the approval of the sixth installment payment, divided into twenty-three milestones and sixteen targets, are strategic investments and major reforms, including measures aimed at reducing late payments by the public administration, the entry into force of the framework law dedicated to people with disabilities, regulatory measures in favor of the dependent elderly, actions to prevent and combat undeclared work, exploitation of workers and other forms of irregular labor, as well as the establishment of a national standard for the profession of tourist guide. With respect to the measures implemented with the sixth installment, of particular relevance is the target related to administrative justice, where levels of disposal of backlogs have been achieved significantly above the targets set by the Plan, both for the Council of State and the Regional Administrative Courts. Specifically, for the Council of State, the total backlog was almost eliminated, amounting to 99 percent of the 24,010 appeals pending as of December 31, 2019, compared to a target set at 35 percent. For the TARs of Milan, Venice, Rome, Naples, Salerno, Palermo and Catania, on the other hand, the reduction in the backlog was more than 95 percent of the 109,029 cases pending as of December 31, 2019, compared to the 25 percent target set in the Plan.At the same time, along with the measures adopted to strengthen the Office for the Trial and Efficiency of Administrative Justice, important goals related to the strengthening of the staffing of the criminal, civil and administrative courts were achieved, which are strategic goals for the continuation of the modernization and efficiency of the institutions. Objectives achieved with the sixth installment include investments aimed at the construction of new gas transportation infrastructure (Adriatic Line), the strengthening of rail links in southern and central Italy, tax credits for ecological transition 4.0 and the activation of the measure for ecological transition 5.0, to the renewal of the fleet for the National Fire Brigade, to the digitization of national parks, to the construction site for new sports facilities in schools, to the protection and enhancement of urban and peri-urban forests, to the ecological transition with the implementation of facilities for the production of electricity in the agricultural and agro-industrial sectors (agrisolar), to the reclamation of illegal landfills with the cancellation of infringement procedures, the establishment of the digital tourism hub (Digital Tourism Hub) and the training of technical, digital and managerial skills of professionals in the national health system. Of particular importance, as part of the government’s action aimed at overseeing legality and transparency on the implementation of the Plan, is the achievement of the target related to the digitization of the Guardia di Finanza, aimed at the reorganization and modernization of databases.”These are,” continued the Prime Minister, “important reforms and investments, priorities for the reduction of territorial gaps, for the ecological and digital transition, for energy autonomy and for the economic and social growth of Italy, strategic objectives for the realization of which the Government has been working hard since the day it took office and will continue to do so, with the same spirit and determination, in the interest of citizens, the productive fabric, and the entire Nation. I thank the Minister, Raffaele Fitto,” concluded President Meloni, “for the great work done in recent years in the implementation of the PNRR, which has allowed Italy to be the first nation in Europe in terms of number of objectives achieved, total resources received and payment requests formalized.
