TRIESTE (ITALPRESS) – “The right to study in the institutes of punishment is consolidated and becomes part of an increasingly integrated regional strategy. Together with the paths aimed at the acquisition of professional skills for prisoners, funded by the Region through the European Social Fund (2 million euros), today we offer a further opportunity: the possibility of obtaining a degree. It is a significant step, which concretely expands the possibilities for growth, training and reintegration of recluses.” It has announced today the regional council member to the Education, Training and University of Friuli Venezia Giulia, Alessia Rosolen, intervened at the press conference of presentation of the project “I poli del Friuli Venezia Giulia for the right to university study in the execution phase of the penalty”, which now enters the operational phase after the subscription, last 25 June, of the Framework Convention between Region, University of Trieste, University of the studies of Udine, Provvedirato.
“The initiative – Rosolen added – gives substance to a fundamental right, that to the study, offering people held the opportunity to embark on a university course and, where possible, to obtain a bachelor’s degree also during the execution of the sentence. At the same time, the Convention represents a concrete example of the ability to collaborate between regional institutions, universities and penitentiary administration, networking different skills and tools with a common goal: fostering personal growth, acquiring skills and social reintegration.”.
The Convention, lasting three years, aims to build a structured system to allow people in detention to access university studies, attend classes and achieve the title, reducing as far as possible the logistical obstacles linked to the detention condition. The project, which now enters the operational phase, provides for a first reconnaissance on the approximately 700 prisoners present in the prisons of Friuli Venezia Giulia, aimed at identifying requirements, aspirations and educational interests. The activities will continue with the definition of a mapping and shared guidelines, the verification of the technological equipment of the institutes and the selection and training of students and graduates who will be able to perform mentoring activities in support of the students held.
The Councillor then specified the objectives of the project: “We do not want to limit ourselves to allowing university enrollment. We intend to build a true accompaniment path around the student, which starts from the orientation and arrives at the internship and job placement. The aim is to ensure that the title of study becomes a competence that can be spent on the labour market and a concrete possibility of sharing.”.
The Convention also provides for the possibility of progressively expanding the network of stakeholders, enhancing the skills and opportunities present on the territory. “Today we start a project – Rosolen concluded – that puts the person and his future at the centre. I thank all those who have contributed to the construction of this initiative and who have chosen to invest in institutional collaboration. With this path Region, University and Penitentiary Administration work together so that a degree can become a point of sharing for a person.”.
The rector of the University of Udine Angelo Montanari stressed that the agreement represents the result of a profound institutional convergence and a precise ethical and constitutional commitment in favor of the educational function of the penalty. The initiative is part of a growing national trend, and aims to combine the safety needs of penitentiary institutions with the right to training.
Central will be the involvement of the student community through equal mentoring, to promote support in study and overcoming prejudices. The Convection, as prof. Stefano Ciampi, delegate of the Rector of the University of Trieste, presents qualifying elements regarding the homologue initiatives spread on a national scale, in virtue of an innovative and integrated model that involves in a paritetic way the Universities of Trieste and Udine, extending the benefits of the university policies to the people held in the five houses of Friuli Venezia Giulia and to the people who discount the penalty outside of the prison, alternatively to the detention Veneto, in Venice Particularly relevant is the role of the Friuli Venezia Giulia Region, which, as a signatory part of the Institute’s Convection (peculiaità on the front of the Italian penitentiary universities), assumes strategic responsibilities, coordination and financial support that apply to having a decisive weight for the purpose of the complete realization of the project.
